All Security service provider personnel who are based in CBRE client sites or providing services to a CBRE client must have a level of basic site training to allow them to carry out their assigned roles. This includes replacement and relief shifts covering staff as well as mobile patrol, key holding, and response personnel.  Guards must be trained to the appropriate level for the country in which they operate.  This can include such areas as static guarding, patrolling, escorting, traffic management, incident reporting, first aid, search techniques, and basic fire fighting.  This can be taught through continuation training if the local basic level of training does not fulfill the necessary requirements of competency within the country and / or region.

There no exceptions to training and this is a key and critical component of providing safe, secure and reliable services to CBRE Clients.

Newly allocated Security officers must be given an appropriate period of supervised (by another experienced officer or supervisor) training and shifts to ensure they are properly trained to carry out their roles before being allowed to work unsupervised. Training imparted must be in line with the tasks and roles of the Security personnel and relevant to the site and CBRE client’s requirements.

Advanced Site Training: Additional training will be provided to all security personnel relevant to their roles to include:

  • Detailed understanding of the operations and use of Security and emergency systems and equipment
  • Use of Security equipment in compliance with privacy laws and human rights legislation
  • Training for promotion and to cover more senior posts in the absence of their normal post holders
  • Detailed and in-depth knowledge of site Security, safety and emergency procedures
  • Training for other roles such as first aid or emergency response 

3. Trade Training

The Security service provider should ensure the professional development of their personnel to enhance their skills and professional knowledge by providing management and supervisory training. CBRE will support the unavailability of security personnel for that duration from the site to allow such training.

Enhanced Standard: Additional specialized training may be required by some Clients or for certain types of sites or roles or by local jurisdictions  This training is at an extra cost to the Client unless it is specified within the RFP or is apparent to the Security service provider from the nature of the Client’s business and sites. This should be identified during the bid or at the Due Diligence stage. The Security service provider is, however, expected to know what training is required for personnel working in a country, region, state or industry. CBRE would need to consider and agree on the price. The enhanced standard training is only for training specified by the Client for a specific role, level, etc.

4. Training Records

The Security service provider must maintain records of all training where these personnel are allocated fully or partially to a client site. These records shall be made available to CBRE on request within two working days.

Records should be kept in line with local statutory records management guidelines.

5. Drugs, Substances and Alcohol

Security staff must not at any time be under the influence of Drugs, Alcohol or any illegal substances that will affect their ability to perform their duties as prescribed.

Security personnel found to be or suspected of being under the influence of or whose performance is impaired by drugs and alcohol will be removed immediately from the site. This also applies to visiting personnel e.g. mobile patrols, supervisors, management, key holding officers etc. Drug and alcohol testing both pre-employment and post-employment is considered to be an enhanced service unless it is a norm for the industry in which the personnel are to be deployed and/or is a legal requirement in the state or country where the services are provided.  In these instances, the security service provider will be deemed to have allowed the cost of testing and re-testing their personnel in compliance with legal and industry requirements.
