 It is the responsibility of the Service provider to provide personnel to carry out the requirements of the contract catering for Mobile Partrols across all sites and clusters.

Mobile patrol services may be subcontracted by the Security service provider where they cannot reasonably cost-effectively provide the services. The Security service provider is responsible for managing their subcontractor and ensuring that the sub-contractor complies with the below minimum standards:

Key Points

  •  A mobile patrol may be used for short duration guarding e.g. between the departure of a receptionist and site closure
  • Patrols may be used for security tasks such as alarm setting  / un-setting, building lock / unlock, securing a site after work, escorting contractors, safety checks on out of hours working staff, checking on plant etc.,

Patrol Security officers are sufficiently familiar with each site to be able to access and enter (if required) each site safely and securely and respond appropriately to the incident or reason for call out

Patrol routines and site tasks (e.g. lock / unlock, alarm setting, securing premises etc.) shall be agreed with the CBRE Site Manager and documented in the SLAs

Where there are regular, scheduled patrol attendances accessing sites using metal keys, keys may become worn – the Security service provider should replace keys as required  to ensure even lock and key wear

An Assignment Instruction must be completed for each site or a cluster of identical sites – this may be in the form of a ‘mini-AI’ – not using all the detail needed for a static site

Patrols visiting a site must never leave the site unsecure. Any safety or security risks found the control room must be contacted, who must contact the CBRE Site Manager or Helpdesk.  Security service provider must ensure the site is secure

If the site is unsafe, the patrol on site must remain at a safe distance from the site and prevent others from entering until emergency or repair and recovery services have taken over

A site risk assessment must be conducted by the Security service provider to ensure their personnel are aware of and trained for any site risks or hazards, how to work on-site safely and leave the site safe for others

Unless otherwise specified, patrols will be conducted using suitably equipped sign marked motor vehicles

Keys, access cards, codes. etc. must be kept secure and not given to any unauthorised persons or used for any purpose other than the conduct of the patrols. Any loss or compromise of keys, codes, etc. must be reported immediately to CBRE.

A record log must be maintained at the control centre for each visit. Patrol records shall be maintained by the Security service provider and provided to CBRE for any exception i.e. incident, security breach or weakness, safety risk, building or equipment/hardware faults, etc

2. Mobile Response Services

Mobile response services must be available to reach the Client’s site within a reasonable time frame. This time frame must be agreed and recorded in the SLA. The time shall be reasonable and realistic based on the location and access to the site. The security service provider must also ensure standards as per the key holding service, in addition to the following:

  • Develop and agree a ‘Mini- AI’ for each site to inform the responding patrol officer of the tasks required, contacts, safety hazards, means of opening and securing a site, etc.
  • The control centre staff, local contract management and patrol officers must familiarize themselves with the site before commencing the service.
  • Visit the site using an appropriate vehicle – however, in dense urban locations, mobile responses may be more effectively provided using motorbikes, bicycles or on foot.
  • Mobile responses must have appropriate communications to enable them to call for assistance and report incidents and events quickly and reliably
